Lack of rain or lack of leadership?

Mind you ---- Rainy season in Ethiopioa, just started, a couple of weeks ago. The farmers could not have harvested at this time wheather there was enough rain for the last couple of weeks or not. There are over ninty four big rivers in Ethiopia and hundreds of small ones. Who needs rain!!!!!
